BACKGROUND:
On December 1, 2022, the City Manager awarded Contract 22-114-1, Water/Wastewater Facility Electrical Technical Assistance, to Ciorba Group, Inc., with an anticipated completion date of December 31, 2024. The purpose of this contract is for Ciorba Group to provide as-needed technical assistance for the electrical design of water supply and sanitary lift station projects.

On September 3, 2024, and May 12, 2025, the City Council approved Change Order #1 and #2 to extend the contract through December 31, 2029, and to provide additional funding for Ciorba Group to complete the South Operations Center Generator Replacement design and provide construction assistance.

Recently, City staff completed an in-house design for the East Highland Sanitary Sewer Replacement - Phase I project, which includes replacing approximately 3,500 feet of aging sanitary sewer and manholes, and installing a new lift station with electrical controls and power supply. Due to the project's complexity and its location near downtown in a developed community, the City has requested that Ciorba Group perform a QA/QC review of the City staff's design to ensure a smooth construction process.

DISCUSSION:
Since then, the Ciorba team has provided valuable input on constructability, quantities, and measurements to help minimize disruptions to residents' daily lives. Therefore, staff recommends that Ciorba Group continue providing construction management services for this project, as they are already familiar with the design.
