On August 7, 2025 the Transportation Advisory Board (TAB) approved a recommendation to establish overnight parking exemptions for Carrolwood neighborhood. Approve (8-0). Staff concurs.
BACKGROUND:
The City of Naperville Municipal Code Section 11-2A-8 prohibits on-street parking between 2 a.m. and 5 a.m.
In 2022, City Council approved the Overnight Parking Program to address concerns regarding compliance with the All-Night Parking ordinance, particularly in multi-family developments that lack adequate off-street parking accommodations. Participating developments are issued passes (hangtags) that exempt residents from the All-Night Parking ordinance. This program requires active participation by the Homeowner’s Association to administer the program and manage hangtag distribution.

DISCUSSION:
The Carrolwood Homeowner’s Association, located west of Fort Hill Dr and north of Ogden Ave, requested to be included in the Overnight Parking Program. City staff (Fire, Police, Public Works, TED) reviewed their application and they met all of the program requirements.
Staff recommends overnight parking exemptions at the following locations: the south and west sides of Acadia Cir, the north side of Carrolwood Rd between Fort Hill Dr and Bordeaux Ln, and the south side of Carrolwood Rd between Arcadia Cit and terminus.
Staff further recommends issuing 17 hangtags, which will be distributed by the Carrolwood neighborhood’s Property Manager.
FISCAL IMPACT:
Additional signage is estimated at $2,400. Hangtag permits are estimated at $140.
