BACKGROUND:
The City of Naperville recently completed a Facilities Plan for Springbrook Water Reclamation Center (SWRC). One of the goals of the Facilities Plan process was to examine different nutrient removal alternatives and select a preferred alternative. Five alternatives were evaluated in detail and biological phosphorus removal using an MUCT (Modified University of Cape Town) configuration with S2EBPR (sidestream enhanced biological phosphorus removal) is staff's recommendation.
The Facilities Plan further recommended that pilot testing be conducted to gain confidence in the assumptions used to select MUCT with S2EBPR as the chosen process for phosphorus removal. A two-step approach is envisioned for pilot testing: a bench scale study with a full-scale pilot if results of the bench study indicate additional testing would be beneficial.
In 2022, Water Utilities completed a Request for Qualifications (RFQ 22-109) for consulting engineering services at SWRC. The following four consultants were short-listed for a three-year term as a result of this process:
1. Black & Veatch
2. Carollo Engineers
3. CDM Smith
4. Donohue & Associates
In May 2022, Water Utilities issued RFP 22-151, Springbrook Water Reclamation Center S2EBPR Pilot Testing to select one of the shortlisted consultants for this project.
