BACKGROUND:
Schweitzer Engineering Labs, Inc. (SEL) designs, manufactures, and supports digital power meters, protective relays and communications equipment for the protection of Electric Utility (Utility) substation and distribution assets used in substation applications. One of the many ongoing projects is the upgrade of electromechanical relays and meters to digital relays, which provide improved protection of Utility equipment and a safer work environment. SEL contracts all material in this region through their distributor, A Star Electric.
In September 2020 the Utility started standardizing equipment from Schweitzer Engineering to facilitate coordination and interconnection of the equipment within a substation and to also ease the maintenance and training requirements on the substation support staff
DISCUSSION:
This single source is requested for the Utility warehouse to stock relays that are needed by the Utility. The equipment that SEL provides carries a 10-year warranty, and the company has provided the Utility with exemplary performance.
The Utility has identified this purchase as a single source because A Star Electric, Inc. is the exclusively authorized Manufacturer's Representative for Schweitzer Engineering Laboratories, Inc. (SEL) and SEL Schweitzer Laboratories, Inc., for the City of Naperville. A single source letter from the manufacturer is attached.
Currently, there is a 52-work-day lead time for SEL-421, but SEL-311L-1 is currently in production and does not have an estimated delivery date due to a shortage of materials.
This contract is from date of Award through December 31, 2026.
