BACKGROUND:
The Electric Utility’s (Utility) current power provider, the Illinois Municipal Electric Agency (IMEA), has been providing services to the City since 2007 and electricity to Naperville since 2011. The IMEA serves 32 municipal electric utilities across the state by securing the required capacity and energy for its member communities. In addition to providing power, the IMEA also handles several administrative, legal, and regulatory services for the Utility.

The City’s contract with IMEA expires on Sept. 30, 2035. Planning to acquire adequate power to meet Naperville’s needs as well as operational and administrative services beyond this timeframe is a multi-year effort. This work includes a significant amount of information gathering and exploration of different power procurement options since the various scenarios could require years to scale up resources and make strategic decisions.

 

DISCUSSION:

At its July 15 meeting, the City Council approved a Long-Term Energy Options workshop to discuss strategic goals and receive presentations on how the Utility will procure capacity, energy and ancillary services beyond 2035. These presentations will be provided by CJT Law, Customized Energy Solutions, Naperville Environment & Sustainability Taskforce (NEST), and representatives from the Naperville Public Utilities Advisory Board (PUAB).

 

At the conclusion of the workshop, staff will look for consensus from the City Council regarding direction and next steps.
