BACKGROUND:
The Department of Public Works - Public Building Operation (DPW-PBO) is responsible for providing unarmed security guard services for the Municipal Center. Security services are provided Monday through Friday from 8:00 a.m. to 12:00 a.m. as well as on an as-needed basis for special meetings and events that are held outside business hours.
The City Manager awarded Contract 22-346, Municipal Center Security Services, to Talon Premier Security on December 26, 2022, for a one-year term from January 1, 2023, to December 31, 2023, with four one-year options to extend. The first option year was awarded on February 14, 2024, the second option year was awarded on October 29, 2024, and third option year was awarded on November 25, 2025.
DISCUSSION:
This Change Order is requested to add additional service hours to the contract. At the request of the City Council, City staff analyzed the impact of allowing the use of the meeting rooms on nights when the City is already meeting (City Council, PZC, and TAB) against the prior year's data.
At its February 17, 2026 meeting, the City Council approved allowing meeting room rentals Monday-Friday during regular business hours and additional meeting room rental availability Monday-Thursday evenings from 5:00 p.m. to 8:00 p.m.
To enhance security for meeting attendees during evening hours, the City Council also approved adding an off-duty police officer alongside the existing building attendant.
