BACKGROUND:
In accordance with Illinois Environmental Protection Agency (IEPA) regulations, potable water reservoirs must undergo maintenance inspections every five years. During a scheduled inspection and cleaning of the Northwest Water Works (NWWW) ground level reservoirs in 2018, Water Utilities staff identified significant deficiencies, including cracks, spalling in both reservoirs, and wall leakage at the east reservoir.
In response, the Water Utilities partnered with Garland/DBS later that year to conduct a long-term pilot test on a coating designed to repair the reservoirs. The test coating was applied to a designated area and has been monitored annually to ensure its durability in harsh conditions. The results of these tests have been satisfactory.
Repairing these reservoirs is critical to preserving their structural integrity, ensuring water quality, and maintaining the vital fire storage capacity.
DISCUSSION:
The restoration services will include power washing surfaces as well as cleaning and repairing spalling and cracks through mechanical grinding with applications of sealants and masonry coatings. Spaces where leakage occurred will be drilled and injected with an approved polyurethane/epoxy to stop further leakage.
Staff identified an approved cooperative contract, Omnia Partners Cooperative Contract PW1925 through Garland/DBS, Inc. for the procurement of the restoration of the NWWW ground level reservoirs exterior walls and roof.
Staff recommends Garland/DBS as a qualified vendor for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
