BACKGROUND:
The Ride DuPage to Work program began in March of 2008 as a sub-program of the Ride DuPage program. Ride DuPage to Work is specifically designed to provide a reduced fare for seniors and people with disabilities to travel to and from work. The City of Naperville partners with Pace Suburban Bus and the Ride DuPage to Work Partners to implement the program. The partnership includes the City of Naperville, Lisle Township, Naperville Township, and Wheatland Township (known as the Lisle/Naperville Transportation Partners) and the City of Wheaton, the Village of Glen Ellyn, and Milton Township (known as the Milton Transportation Partners). The City of Naperville has functioned as the grant administrator of the program since 2009.
DISCUSSION:
The Ride DuPage to Work Partners have been awarded a Federal Transit Administration (FTA) Section 5310 Program Grant. The Section 5310 Grant will equal up to $835,692 and will cover 50% of the service costs for trips taken to and from work from June 1, 2018 through July 31, 2020. The City of Naperville's local match has been included in the City's CY2019 budget and will be proposed in the CY2020 budget for the Ride DuPage Program.
The FTA requires grant recipients on all federally funded transit projects to adopt a Title VI program. Title VI of the Civil Rights Act of 1964 protects people from discrimination based on race, color, and national origin in programs and activities receiving federal financial assistance.
