TRANSPORTATION ADVISORY BOARD AGENDA ITEM
ACTION REQUESTED:
title
Approve a recommendation to remove cab/taxi stands on Jefferson Avenue
body
DEPARTMENT: Transportation, Engineering and Development
SUBMITTED BY: Sydney Smith, Transportation Project Manager
BACKGROUND:
The Police Department requested that staff investigate the cab/taxi stand locations downtown.
In 2012 a cab/taxi stand and a corresponding tow away zone was established for the four midblock spaces between Main St. and Washington St. from 11:00 p.m. to 3:00 a.m. on Thursdays, Fridays, and Saturdays. There is a 2 – hour parking restriction for these spaces from 6:00 a.m. to 6:00 p.m. See exhibit 1.
DISCUSSION:
Staff investigated this request and found that the cab/taxi stand ordinance was established to reduce the occurrence of cabs/taxis double parking on Jefferson Ave to pick up patrons and wait for fares. Presently, cabs/taxis do not frequent the downtown or utilize the designated cabstand spaces.
Staff recommends removing all cab/taxi stand spaces and the corresponding tow-away zone on the south side of Jefferson Ave. See exhibit 2.
Staff sent out a survey to the properties and business owners on both sides of the street of Jefferson Ave between Main St. and Washington St. The responses received are shown in the table below:

The results of this survey show 100% of the residents/businesses are in support of modifying the parking restrictions. Per prior TAB guidance, a no-response is considered in support of the recommendation. A minimum of 60% support is needed for TAB consideration.
This modification was discussed at the August 12, 2025 Downtown Naperville Alliance (DNA) meeting. DNA supports removing the cab/taxi stand on Jefferson Ave.
