BACKGROUND:
The Illinois Law Enforcement Training Standards Board (ILETSB) requires that all new police officers attend one of the law enforcement training academies to receive a permanent appointment as a law enforcement officer. The State's Traffic & Criminal Conviction Surcharge Fund (TACCSF) was established to fund ILETSB operations and provide an academy direct tuition reimbursement program. Under the TACCSF program, the State previously paid the tuition expense directly to the academy, the Naperville Police Department (PD) didn't have to budget for new recruits to attend the 14-week academy training. On January 7, 2020, all academies received notification from the Director of TACCSF that, based on the current fiscal situation of the TACCSF, the direct reimbursement program would be suspended. As a result, each training academy will bill police agencies directly for academy tuition upon enrollment, effective immediately. Naperville will be able to apply to ILETSB for reimbursement of those training funds at the end of the officer's academy class. However, based on the funding issues, TACCSF cannot guarantee that the full amount of tuition will be reimbursed.

The City received 75% reimbursement for academy expenditures in 2020.

DISCUSSION:
This training procurement is requested for a one-year term from January 1, 2021 to December 31, 2021 for police academy tuition.

The PD estimates sending nine (9) new recruits to academy training in 2021. The remaining new hires will be hired from the lateral hire list and won't need to go to an academy. The current rate for each recruit at t...
