On June 5, 2025 the Transportation Advisory Board approved a recommendation to establish overnight parking exemptions for the Astor Place Townhome Homeowner's Association. Approved 5-0. Staff concurs.
BACKGROUND:
Section 11-2A-8 of the Naperville Municipal Code prohibits on-street parking between 2 a.m. and 5 a.m.
The City has received concerns regarding compliance with this ordinance, particularly in multi-family developments that lack adequate off-street parking accommodations.
In 2022, the City Council approved the Overnight Parking Program to address this concern. Participating developments are issued passes (hangtags) that exempt residents from the all-night parking ordinance. This program requires active participation by the homeowner's association (HOA) to administer and manage hangtag distribution. The details about this program can be found in Attachment 1.
DISCUSSION:
The Astor Place Townhome Association, which is located on Alta Vista Ct., south of Diehl Rd. and west of Pebblewood Ln., requested to be included in the Overnight Parking Program. Staff from the Fire, Police, Public Works, and TED departments reviewed their application and found they met all of the program requirements.
Staff recommends an overnight parking exemption on the north side of Alta Vista Ct. and issuing nine hangtags to be distributed by the Astor Place HOA.
Due to the limited availability of on-street parking, the HOA has provided the following hangtag distribution plan if more than nine households request a hangtag:
1. People with work vehicles would be given priority
2. The remaining hangtags would be distributed via a lottery
