BACKGROUND:
The Naperville Fire Department provides each firefighter with their own set of specialty personal protective equipment (PPE). Houston-Galveston Area Council (HGAC) has established contracts with approved manufacturers such as W.S. Darley & Co., which meet the PPE technical and safety specifications required for firefighting. Firefighters rely on fire pants and coats to protect themselves from extreme heat, flames, and hazardous materials during emergency operations.
DISCUSSION:
Staff has identified an approved cooperative contract, HGAC #EE 11-24, through W.S. Darley & Co. for the procurement of lnnotex PFAS-Free PPE gear. This procurement is to replace gear for current firefighters and new gear for probationary firefighters in the 2026-02 Fire Recruit Class.
FISCAL IMPACT:

Personal protective gear (PP”) is expensed to the Operating Supplies account listed below. A total of $160,000 is included as part of the 2026 Budget. $41,294.40 was previously awarded for PPE in 2026. The additional requested award of $120,000 is therefore slightly higher than the budget for this expense. It is anticipated that this overage can be accommodated in the 2026 Budget, however staff will continue to monitor expenses to ensure they remain within the total approved budget.
