BACKGROUND:
On December 1, 2022, the City Manager awarded Contract 22-114-1, Water/Wastewater Facility Electrical Technical Assistance, to Ciorba Group, Inc. with an anticipated completion date of December 31, 2024. The purpose of this contract is for Ciorba Group to provide as-needed technical assistance for the electrical design of water supply and sanitary lift station projects.

On September 3, 2024, the City Council approved a one-year extension to the above contract to allow Ciorba Group to evaluate the aging fleet of emergency standby generators used at the water supply and wastewater pumping sites.

Since then, Ciorba Group has completed the standby generator evaluation and new generator sizing for South Operation Center (SOC). The existing generator at SOC was installed in 1970s as part of the original facility development. It has reached the end of its service life and replacement parts are no longer available. Additionally, due to changes in demand, the generator is now undersized and needs to be replaced.

DISCUSSION:
Ciorba Group has completed the evaluation of the existing generator at the SOC and determined the appropriate sizing for its replacement. Therefore, staff recommends having Ciorba Group continue this work by providing the final engineering services. The proposal provided the City with the option to retain the awarded consultant for services for future phases of this project.
