BACKGROUND:
The Naperville Police Department (PD) sergeants are managed under the overall direction of the Chief of Police. Naperville PD employs 26 sworn peace sergeants with the rank of sergeant who serve as first-line supervisors who oversee teams of patrol officers, investigators, and support staff during shifts or assignments. This includes assigning tasks, monitoring performance, conducting briefings on new procedures/regulations, and providing on-the-job training.
These 26 employees are represented by the Police Sergeants Illinois Fraternal Order of Police Labor Council ("Union") for purposes of collective bargaining. The Collective Bargaining Agreement ("CBA") between the City and the Union expired on December 31, 2024. The City and Union have reached agreement on a successor CBA consistent with City Council authority granted on November 19, 2024. That agreement has been ratified by the bargaining unit employees and is attached to the Resolution document as Exhibit A.
DISCUSSION:
The attached CBA contains the following changed economic terms:
Term: The agreement has a three-year term retroactive to January 1, 2025, and terminates on December 31, 2027.
Wage Schedule: Introduction of a step plan wage scale for all Sergeants (currently at a flat rate). The step plan is as follows:
