BACKGROUND:

The City Council awarded Cooperative Procurement 24-058, Consultant Relay Testing and Repair Parts, to Wesco on December 18, 2023, for a one-year term from January 1, 2023, to December 31, 2024. The purpose of this contract is to retain consultant support to review the relay settings, develop testing plans, assist in testing and complete wiring component replacements or corrections.

 

Protective relays are a critical element of the Electric Utility system. Every line and major piece of substation equipment is protected by microprocessor-based relays that will make computations based on multiple inputs and develop intelligent decisions to protect the system. Relays provide safety to employees and residents, support system reliability, and protect critical infrastructure from damage. Relays require initial commissioning testing, periodic maintenance testing, or retesting after system or setting changes. Testing involves using a customized test device that will interface with the relay and simulate the different conditions that the relay is programed to react to and then measure the relay response to confirm compliance.

 

DISCUSSION:

This Change Order is requested to extend the existing contract with Wesco, under Sourcewell Cooperative Contract 091422-WES, for an additional 12 months through December 31, 2025. This will allow for the completion of projects planned at the Ogden Substation and at 138kV transmission lines.

 

FISCAL IMPACT:

This Change Order seeks an extension of time only and does not increase the value of the contract. Sufficient funds are included in the 2025 budget to accommodate the ongoing work.
