BACKGROUND:
On April 5, 2022, the City Council awarded RFQ 22-067, Engineering Consulting Services for Watermain and Sanitary Sewer Projects, to Baxter & Woodman, Ciorba Group, Civil & Environmental Consultants, Inc., Crawford, Murphy & Tilly, Inc. and Fehr Graham. The shortlisted firms are available for watermain and sanitary sewer projects.
In November 2024, the Water Utilities requested proposals for Work Order 22-067-WATER-24-08, seeking to retain the services of a qualified and experienced consultant to perform a topographic land survey for the replacement of water mains in the Saybrook Subdivision.
The Work Order was issued to the shortlisted consultants and awarded to Fehr Graham as they submitted the lowest responsible proposal. As part of this Work Order, the City included the option to utilize the services of the successful firm for future phases of the project.
DISCUSSION:
Due to the successful execution of Work Order 22-067-WATER-24-08, and to maintain project continuity and efficiency, staff recommends the City exercise its ability to retain Fehr Graham for design engineering services for the Saybrook Phase III Water Main Improvements.
The term of the contract is approximately 13 months from the date of award through April 30, 2026.
