BACKGROUND:
In 1989, an ordinance was approved to establish both sides of Monticello Dr., from Plank Rd.to Bellingrath Ct., to Section VIIA, as Limited Parking-Hours due to resident complaints of commuters parking on subject sections of Monticello Dr. The subject section of Monticello Dr. abuts and is adjacent to the Columbia Estates Park where soccer practice is in session Monday-Thursday during the evening hours.

In September 2024, staff received a complaint about double parking and the narrow width of travel lanes because of double parking.

DISCUSSION:
Following the complaint, staff observed double parking and confirmed a narrow travel width permittance during soccer practices.

Based on the observations and understanding of parking needed for the park during practices, staff recommends restricting parking on the east side of Monticello Dr., from Plank Rd. to Bellingrath Ct., and permitting parking on the west side. If approved, the ordinance will permit parking on the west side of Monticello Dr. and restrict it from the east, allowing parking without requiring pedestrians to cross Monticello Dr. for Park access, and preventing such narrow travel width that is a result of the current permitted Four-Hour Limited Parking on both the east and west sides of Monticello Dr.
