BACKGROUND:
The City Council awarded Contract 23-021 to Dahme Mechanical Industries (DMI) on June 6, 2023, with an anticipated completion date of May 15, 2024. The purpose of this contract is making improvements to the Northeast Waterworks pressure adjusting station and control room. This includes replacing the existing three pump variable frequency drives (VFDs), piping, flow meters, pressure transmitters and valves. The project also includes painting the existing pressure adjusting station, upgrading the existing Supervisory Control and Data Acquisition (SCADA) system and installation of associated conduits and wires.
DISCUSSION:
The City Council approved Change Order #1 on April 16, 2024, which granted DMI a 229-day extension due to the unforeseen delay in the supply chain for the Variable Frequency Drives (VFDs). The current substantial completion date is December 30, 2024. Since then, the VFDs delivery date was further delayed to late summer. Additional contracted work with the City of Naperville to repaint the water tower and pave the existing driveway at Northeast Waterworks has also delayed the contractors’ progress. As a result of these unforeseen delays, the contractor has submitted a request for an additional 75-day extension. The Change Order is necessary to provide the contractor with sufficient time to complete the construction and for the City’s final acceptance.
The revised project completion date will be March 15, 2025.
