BACKGROUND:
Since 2018 the City has used Carbon Black Bit 9 Cb Protect as the City's endpoint and server security protection, detection, and response solution. The software increases security and ensures compliance on all endpoints by automatically detecting and preventing the spread of next generation malware and by preventing any program not authorized by the Information Technology (IT) Department from executing on PCs and servers.
Every year this software blocks hundreds of files from executing without prior authorization, many of which are malicious. Bit9 Cb Protect has performed well and kept current with new and evolving threats. Bit 9 Cb Protect is a key tool in a portfolio of cyber security tools deployed by the IT Department.
DISCUSSION:
This procurement provides one year of licensing, maintenance, and support for Bit9 Cb Protect (now called VMware Carbon Black App Control) starting on June 29, 2024, and ending on June 28, 2025. This procurement is comprised of 860 desktop/laptop licenses and 170 Windows Server licenses. This will enable the IT Department to deploy this software on all the personal computers and Windows Servers it manages.
Staff has identified an approved cooperative contract, Contract: 230105 - TIPS - 230105 - Technology Solutions, Products, and Services, through ITSavvy LLC.

Costs related to the endpoint and server security services is expensed to the account number listed below. Though the request exceeds the budgeted amount for this service, Staff is recommending approval of the award, as the $8,591 excess can be accommodated within the budget due to underspending in other purchased services.
