BACKGROUND:

The Department of Public Works - Public Buildings Operations (DPW-PBO) is responsible for maintaining the Carrier brand chillers at the Municipal Center.

 

Per the American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE), the two chillers at the Municipal Center have a life expectancy of 23 years. The chillers are over 21 years old.  Along with the recently approved and prescribed maintenance plan, hardware and software upgrades are required to maximize system efficiency and prolong the life of the equipment.

 

DISCUSSION:

Carrier Corporation proposes to remove the existing PSIO based controls and cabinets and install Comfortlink controls on the two existing chillers at the Municipal Center.  The work will include the installation of safeties and sensors, securing electrical connections and verifying chiller operations.

 

The Carrier HVAC Maintenance Plan is available on the Sourcewell Cooperative Contract #030817-CAR, an approved cooperative through Carrier Corporation.

 

This work will be complete by December 31, 2022.

The Carrier HVAC Maintenance Plan is expensed to the Building and Grounds Maintenance account listed below.  A total of $330,000 has been budgeted for contracted building maintenance services in 2022.  The requested annual award of $68,000 is within the budgeted amount for this expense.
