BACKGROUND:
The City Council awarded Contract 24-279 to National Power Rodding Corp. on January 21, 2025, for a one-year term, from January 1, 2025, through December 15, 2025, with four one-year options to extend.

The Water Utilities operates and maintains 566.5 miles of sanitary sewers with the goal of internal pipe inspections of 10% of the sanitary system annually. This goal aligns with the industry's best practice standards. Remote closed-circuit television (CCTV) inspections are an important process for operations and maintenance, capital planning, infiltration and inflow investigations, customer service, sewer cleaning programs, and preventing sanitary sewer overflows. The Internal Condition Assessment/Inspection program is also part of the Water Utilities' IEPA-required Capacity, Management, Operation and Maintenance (CMOM) Plan.

DISCUSSION:
During the original contract term, National Power Roding Corp. performed at a satisfactory level. In 2026, National Power Rodding Corp. will be inspecting 124,729 feet of sanitary sewer in various locations throughout the southern portion of the City. National Power Rodding has asked for a 7.45% price increase due to increasing labor costs and additional data requirements for the Water Utilities' GraniteNet software integration.

The first option year of the contract is January 1, 2026, through December 15, 2026, with three, one-year options remaining.
