BACKGROUND:
In 1989, an ordinance was approved to establish both sides of Monticello Dr., from Plank Rd.to Bellingrath Ct., to Section VIIA, as Limited Parking-Hours due to resident complaints of commuters parking on subject sections of Monticello Dr. The subject section of Monticello Dr. abuts and is adjacent to the Columbia Estates Park where soccer practice is in session Monday through Thursday during the evening hours.
In September 2024, staff received a complaint about vehicles parking on both sides of the street which caused congestion by narrowing the travel width of the street.
At the November 2024 Transportation Advisory Board (TAB) meeting, staff recommended removing both the east and west side from Section VIIA, Four-Hour Limited Parking and adding to Section VIA, No Parking Zones. Residents attended the meeting to express their concerns regarding the recommended restriction. TAB tabled the item, allowing staff to look at other options.
DISCUSSION:
Following the November 2024 TAB meeting, staff considered other options with the understanding of parking needed for the park during practices and for the concerned residents and recommends removing the east side from Section VIIA, Four-Hour Limited Parking and adding Section VIIH, Miscellaneous, Limited Parking, Monday through Friday from 3PM to 7PM.
Staff mailed a neighborhood survey and exhibit in December 2024 to the five (5) residents abutting or adjacent to Columbia Estates Park proposing the subject ordinance. The summary of responses is below:
