BACKGROUND:
Due to the geographical proximity to urban areas and several towns with higher crime rates, a predominate number of criminal acts committed in Naperville are done by transient offenders. Naperville, along with numerous other suburban agencies, is experiencing a rise in offenders coming from areas outside of its jurisdiction to commit crimes. Research has shown that communities who have utilized License Plate Recognition (LPR) cameras, have reduced criminal activity and solved more crimes.

The Naperville Police Department (PD) currently has access to license plate recognition camera technology in our squad cars and one camera at a fixed location. The information retrieved from the cameras allow the PD to generate potential leads for criminal investigations.

On April 28, 2021, the Police Department issued RFP 21-142, License Plate Recognition Camera Technology to source a qualified vendor to furnish and install 18 solar powered LPR cameras at locations near the City's roadway entrances and exits. The cameras will capture and store image data that will be used to help deter crime and increase clearance rates.
