BACKGROUND:
The City Council awarded Contract 19-064 to SCADA Maintenance Services in March 2019 for a one-year term with four, one-year options to extend. The City elected to exercise its option to renew the contract for the last three optional renewal periods. The purpose of the contract is to have a firm available to provide maintenance and troubleshooting services on the supervisory control and data acquisition (SCADA) system, which remotely monitors and operates the City's water supply, stormwater pumping, and wastewater facilities.
DISCUSSION:
During the initial term, as well as the first three option years, AAC provided good service and performed all SCADA/programable logic controller (PLC) work at the water, wastewater, and stormwater pumping sites. AAC did add staff to accommodate the City's workload and respond to emergency and after-hours calls in a timely matter. Based on the vendor's performance and willingness to increase staff, staff recommends extending the contract for the fourth and final option year, with no increase in cost.
The term of the fourth option year is May 1, 2023, through April 30, 2024. No more options remain on this agreement.
FISCAL IMPACT:
CIP: WU033 - SCADA Improvements & Upgrades
Upgrades, repairs, and maintenance costs for the SCADA system are expensed to the account numbers listed below. A total of $20,000 is included in the Water Department Operating budget and an additional $150,000 for related capital improvements as part of the Water Capital program. The requested award is accommodated within budget
