BACKGROUND:
The Transportation, Engineering and Development (TED) Business Group issued Bid 25-018 seeking contractors to perform annual street patching throughout the city. The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity. The strategy is used on streets in relatively good condition but exhibiting isolated defects. Additionally, this project will install permanent patches to take care of potholes that were developed over the winter months. This maintenance program prolongs the life of the streets, ultimately saving money.

The Engineer's Estimate is based on the contract unit prices from the 2023 and 2024 pavement patching programs and adjusted to account for inflation.

Staff recommends Geneva Construction Company for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
