BACKGROUND:
In 1999, the City of Naperville entered into an Intergovernmental Agreement with the Illinois Tollway to share costs associated with the reconstruction of the Washington Street Bridge over I-88. As part of that Agreement, the City agreed to accept future maintenance responsibilities for the upper portions of the bridge directly related to vehicular and pedestrian traffic along Washington Street. The City is responsible for the bridge deck, the approach slabs, parapets and railings, sidewalk, pavement markings, and lighting.
The Illinois Tollway programmatically schedules repairs and preventive maintenance for all bridges in their system 25 years after construction. As such, they hired a consultant to evaluate the condition of the Washington Street Bridge and prepare engineering plans. The scope of the work attributable to the City includes epoxy crack injection, deck slab repairs, expansion joint replacement and deck sealing to minimize water intrusion. The work also includes sidewalk repairs and modernization of the crash barrier terminals.
The Illinois Tollway is proposing to package the Washington Street Bridge along with six other bridges in the area and bid all of the work as a single contract. The size of the contact should result in more competitive bids.
