BACKGROUND:
The City Manager awarded Contract 22-052 to Industrial/Organizational Solutions Inc. (IO Solutions) on January 17, 2022, for a one-year term from February 1, 2022, through January 31, 2023.
In 2024, Change Order #1 was requested to add $32,820 for a total award of $74,020 and extended the term through March 31, 2024.
The purpose of this contract is to provide new-hire testing services for both the Police and Fire departments. IO Solutions was selected by the Board of Fire and Police Commissioners to assess the qualifications of candidates. They are also uniquely capable of providing recruitment and applicant screening services for the City.
DISCUSSION:
In 2024, for the first time, the City administered additional new-hire tests resulting in two tests each for Police and Fire.
Change Order #2 is requested to extend the term through December 31, 2024 and add $20,910 to pay the final two invoices for 2024. After the final invoices are paid, a new contract will be procured for 2025.

Fire and Police recruitment services are expensed to the account number listed below. The revised award is within the amount budgeted for 2024.
