DISCUSSION:
The Commission will review the structure and expectations for the November 18, 2026, SECA Grant Application Review Meeting, including:
• Establishing meeting procedures that promote preparedness; Commissioners are expected to review all grant applications in advance.
• Setting expectations for staff preparation, including identifying applications flagged for discussion and organizing materials for efficient review.
• Applications requiring discussion will be addressed through an open and live discussion structure.
• Meeting time will focus only on applications warranting open and live discussion, as determined by established evaluation criteria including competitiveness, public safety, accessibility, feasibility, community impact, completeness of information, eligibility considerations, event or project history, compliance issues, and alignment with the SECA mission statement.
• Commissioners must notify the Special Events Coordinator of applications requiring open and live discussion, with submissions due by 5:00 PM on Monday, November 9.
• Discuss the Recusal process. Per City Legal, it is appropriate as a best practice to avoid any actual or perceived conflict of interest, as well as any appearance of impropriety. Commissioners should complete the Recusal Form.
• Discuss a funding floor for CY27 grant applications.
