DEPARTMENT:                     Department of Public Works

SUBMITTED BY:                     Richard Dublinski, Director

BACKGROUND:

The Department of Public Works - Public Buildings Division (DPW-PBO) contracts with an alarm and fire suppression system service provider to perform preventative maintenance, required testing, equipment repairs, modifications, project work and new installations in designated City facilities, including Naper Settlement.

In January 2017, the City Manager approved the award of Contract 16-298, Alarm and Fire Suppression Services to Fox Valley Fire and Safety Company for a two-year term with three, one-year extensions. In December 2018, the City Manager approved the award of the first option year from January 1, 2019 through December 31, 2019. The first option year was awarded in December 2018 and the second extension was awarded in January 2020. Change order 1 to option year two was awarded in December 2020.

DISCUSSION:

The contractor continued to perform well during the second option year of the contract. In 2020, DPW performed necessary testing and equipment upgrades per NFPA requirements. Additional work performed included system flushing at the Electric Service Center, Municipal Center and Police Department.

The Department of Public Works and Naper Settlement anticipate spending $80,000 for

mandated inspections, emergency repairs, vandalism repairs and system upgrades in 2021. In 2021, DPW will also perform necessary testing, repairs and replacements per NFPA requirements. The work identified includes: (1) repacking control valves and replacing expired air and water gauges at Fire Stations 9 and 10; (2) replacing connection caps at Fire Station 2; (3) replacing a 10-inch mechanical bell and the 1-inch ball valve connected to the test valve in DPU-E facilities; and (4) replacing five defective sprinkler heads at the Public Works Service Center.

Naper Settlement will continue to perform annual tests and inspections for fire, burglar, security and interior sprinkler systems in 2021. DPW’s portion of the award is $80,000 and Naper Settlement’s portion is $7,650.

The term of the third option year is January 1, 2021 through December 31, 2021, with no option years remaining.
