BACKGROUND:

In support of the City’s priority to provide utility services that are reliable and safe, in October 2025, the Water Utilities issued Bid 25-242, Kings Terrace Water Main Improvements.  The project includes the replacement of the water main on the following streets in the Kings Terrace Subdivision: Charles Street, Richard Road, Cheshire Avenue, Stafford Avenue, Mary Lane, Elizabeth Avenue, James Lane, George Lane, Jane Avenue and Catherine Avenue.

 

The purpose of the project is to replace aging and deficient water main on these streets.  The existing 6-inch cast iron water main was installed in the 1960’s and it will be replaced and upsized to 8-inch and 12-inch ductile iron pipe in accordance with City standards.

The bid documents for this project included a Base Bid to obtain pricing for ductile iron water main pipe and Bid Alternate A to obtain pricing for PVC water main pipe.  After evaluating the submitted bids, staff determined that selecting the lowest Base Bid was in the best interest of the City. Ductile iron is the City’s standard water main material, and while PVC has been used in recent years due to substantial cost savings, the cost of ductile iron is once again competitive.

 

Trine Construction Corporation submitted the lowest base bid for the project at $5,908,400. The low bid is 33% lower than the budgeted amount. Water Utilities staff based the 2026 budget on the average per-foot cost it has received for the last several years.  A favorable bidding environment and the timing of advertisement appear to contribute to the highly competitive bids received.

 

Staff believes the low bid submitted is reasonable for performing the work as specified and recommends awarding a contract to Trine Construction Corporation as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).

 

The substantial completion date for this project is October 31, 2026, with a final completion date of June 30, 2027.

Kings Terrace Water Main Improvements will be charged to the Infrastructure account number listed below. The 2026 Budget includes $8,772,000 for the completion of this project. The award amount is $5,908,400, which is favorable to the budget.
