BACKGROUND:

On September 15, 2020, the City Council awarded Contract 20-271 to Boller Construction, Inc. to reinstall an existing well pump with a new motor; replace valves and pipes in the well meter vault; replace and relocate the motor control center; improve the chlorine system; access driveway resurfacing; and install a chlorine scrubber.

 

On May 18, 2021, the City Council approved Change Order #1 for an additional 76 days due to unforeseen delays to the manufacturing of the new submersible well motor caused by the COVID-19 pandemic. No additional funds were added to the project due to this delay.

 

On October 19, 2021, the City Council approved Change Order #2 for an additional 46 days due to unforeseen shipping delays of the booster pump combination starters. No additional funds were added to the project due to this delay.

 

DISCUSSION:

Impacts to supply chains continue due to COVID-19 pandemic and booster pump combination starters are taking longer to ship than previously anticipated. Materials are delayed once again due to the availability of stainless steel. Currently, the anticipated shipping will be in December. However, it is possible to have further delays. Except for the two pump combination starters, all other equipment for this project has been installed.

 

A change order is requested to extend the contract completion date by 90 days to allow the contractor to complete the work as specified. If approved, the revised completion date will be February 28, 2022. City staff will continuously work with the vendor to expedite completion of the project. No additional funds are required to complete the outstanding work.

Emergency standby well rehabilitations are expensed to the infrastructure account listed below as part of the capital improvement program. A total of $3,063,000 is budgeted for WU029 in 2021. The requested change will not require additional funds.

Per Council directive, contingency on construction projects is set at 3% on projects over $500,000 and 5% on projects under $500,000.
