BACKGROUND:
The City Council awarded RFQ 24-197, Architectural and Engineering Services, to Kluber, Inc. on December 19, 2024, for a two-year term, with four two-year options to extend. The purpose of this contract is to retain the services of a multi-disciplinary architectural and engineering (A&E) firm with expertise in general building, concrete, masonry, aggregate, steel, paving, mechanical, electrical, and specialty construction. The A&E consultant is responsible for the development, design, owner representation, bidding assistance, and project management of small to mid-size planned and ad-hoc projects for the City.
The City awarded Contract 26-055R to Granite Construction Company on July 21, 2026, to construct a new Electric Utility Tollway 34 kV Switchgear Building at 171 Shuman Blvd. The building completion is planned for March 2027.
DISCUSSION:
This Change Order is requested for construction management services to assist in the administration of the construction phase of the Tollway 34kV Switchgear Building. Kluber’s role is to act as the City’s construction-phase representative, providing oversight of progress, costs, payment applications, change orders, meetings, schedule, and closeout while helping protect the City’s interests throughout the approximately eight-month construction period for the $3,964,772 Tollway 34kV Switchgear Building contract.
The Electric Utility does not have staff with specialized building construction experience and requires supplemental expertise to effectively oversee the project. Kluber will provide this expertise to help ensure the work is completed in accordance with the contract documents, schedule, budget, and the City’s expectations.
FISCAL IMPACT:
CIP#: EU086 - Tollway Substation Reliability Upgrade
Construction engineering services related to the Tollway Substation building construction are expensed to the Infrastructure account listed below. These services are required to assist the Electric Utility in the management of the construction of the new Tollway Substation building. The Electric Utility included $6,315,000 in the 2026 budget for expenses associated with EU086, the Tollway Substation Reliability Upgrade. The requested change order can be accommodated within the 2026 budget.
