BACKGROUND:
The Department of Public Works (DPW) maintains the City’s system of storm sewers. Storm sewers have a functional lifespan of approximately 75 years. As storm sewer ages, the pipes develop cracks caused by material degradation, soil settlement, root intrusion, and/or adjacent construction. When a segment of storm sewer approaches the end of its useful life, the extent and severity of pipe degradation result in a high probability for pipe/system failure. Pipe failure may cause sinkholes in roadway surfaces and may also result in flooding of homes, businesses, and/or public rights-of-way. The City has relined approximately 265,000 linear feet of pipe since the inception of the Storm Sewer Lining Program (SW017) in 2004, which has led to a reduction in localized flooding and related complaints.
The City Council awarded Bid 25-032, Storm Sewer Rehabilitation, to Performance Pipelining, Inc on April 15, 2025, for a seven-month term through October 15, 2025, with two, one-year options to extend. The purpose of the contract is the rehabilitation of storm sewers by the installation of a cured-in-place pipe (CIPP). The contract includes a pre-inspection and cleaning of all pipes, the installation of CIPP, and the inspection of each completed installation by closed circuit television.
DISCUSSION:
During the first option year of the contract, Performance Pipelining, Inc completed the rehabilitation of approximately 9,200 feet of storm sewer ranging from eight inches to 30 inches in diameter by the installation of CIPP as well as the cleaning and televising of the storm sewer. In 2025, work was completed in The Fields Unit 2, The Fields, Townhomes of The Fields, Villas of The Fields, Westwind Unit 2, Westwind Unit 4, and Woodlawn subdivisions, as well as single-run section repairs in other areas.
Based on the vendor’s performance, DPW recommends extending the contract for the first option year. For 2026, work will be completed in the West Wind, Windgate, and Estes Park subdivisions.
The term of the first option year is April 1, 2026, through March 31, 2027, with one option year remaining.
FISCAL IMPACT:
CIP #: SW001, SW017 and SW037
Storm Sewer Rehabilitation CIPP is expensed to the Infrastructure account listed below. This contract fully encumbers the $650,000 budgeted in FY26 in SW017, Storm Sewer Lining Program. This contract also encumbers $100,000 total from SW001, Annual Stormwater Management Projects, and SW037, Corrugated Metal Pipe Repair, for which $200,000 and $150,000 have been budgeted in 2026. The balance of funds in SW001 and SW037 will be used for non-lining maintenance contracts. The requested award is within the budgeted amount for this expense.
