BACKGROUND:

The Water Utilities operates and maintains 57 control valves throughout the water supply and distribution systems. These valves supply proper water pressure for drinking water purposes, firefighting, filling water reservoirs and elevated water tanks, and preventing pressure surges that can cause water main breaks and other operational issues.

 

All control valves are standardized to Cla-Val due to the reliable service from the vendor, ease of operation and maintenance, and user-friendly controllers.

 

Dorner Company, the vendor for Cla-Val recently inspected all control valves in the water system. The current control valves at Southwest Water Works and the pressure adjusting station located at Book Road and 75th Street have reached the point where repairs are no longer feasible making these valves unreliable.

 

DISCUSSION:

This Sole Source request is for a one-time purchase of the replacement control valves and updated controls manufactured by Cla-Val and includes five new control valves, new controllers that will integrate with the Utility’s SCADA system, and training.

 

The Water Utilities has identified this purchase as a Sole Source due to Dorner Company being the sole supplier of all Cla-Val products in the Naperville area. A Sole Source letter for the manufacturer is attached. The standardization mentioned above requires Cla-Val valves to be used throughout the system for compatibility.

 

Dorner Company and Cla-Val give the City of Naperville competitive pricing, which includes a 6% discount on all products.

 

If the Sole Source was not approved, the Water Utilities would need to purchase control valves from other manufacturers. This would complicate operations and require other spare parts, different vendors to perform inspections, additional training on other manufacturers’ valves, and different SCADA integration.

 

 

FISCAL IMPACT:

CIP #: WU038 - Miscellaneous Waterworks Improvements

 

Replacement valves for the water supply sites will be expensed to the account number listed below. The requested award will be funded by underspend from two capital improvement programs, WU041 - Fire Hydrant Replacement and WU042 - Watermain Valve Replacement, from which a total of $318,556 is available.
