BACKGROUND:

In September 2022, City staff presented the 2023-2025 Annual New Sidewalk Program for Transportation Advisory Board (TAB) approval.  After listening to resident speakers and conferring with staff, TAB approved the 2023-2024 years of the program.  City Council made several changes and approved a revised 2023-2024 Annual New Sidewalk Program in October 2022.

 

The proposed program was created based on the historical budget for the program as well as an estimated cost based on 2021 bid prices.  Due to several disruptions to the concrete industry, however, concrete prices have risen significantly since 2021.  Staff has also received two resident requests to add segments of sidewalk to the program.  Based off these two factors, staff is proposing an amendment to the approved 2023-2024 program to redistribute the approved locations across three years and add the two requested locations.

 

DISCUSSION:

The New Sidewalk Program selection process approved in 2019 allowed for residents to petition to add a section of sidewalk to the program.  Following the approval of the 2023-2024 Annual New Sidewalk Program, a resident from one of the proposed 2025 locations contacted City staff to determine options to add Loomis Street between Highland Avenue and Porter Avenue back into the program.  No residents had come to the September 2022 TAB to support or oppose this location, but it had been dropped with the rest of the 2025 program.  Following the approved petition process, two-thirds of the residents along this block have indicated support of sidewalk installation.  All residents have been notified of the presentation of this amendment.

 

A resident has also reached out to City staff to express concern over the lack of a sidewalk connection along Book Road between Enclave Court and Hassert Boulevard.  While Book Road has sidewalk along one of its two sides for its entire length in this area, there are no crosswalks allowing pedestrians to cross the road and utilize the sidewalk on the other side of the road.  After considering the various options and existing constraints, staff has determined the best solution is to extend the sidewalk on the west side of Book Road from Engle Road to Enclave Court and to add a crosswalk crossing Book Road at Enclave Court.  As an arterial street, sidewalk gaps along Book Road would typically be evaluated by City staff based off volumes and speeds instead of adjacent property owner support.  Sidewalk along this section of Book Road has historically been expected to be installed at a future date, when Book Road is fully improved to City standards, due to various construction challenges along the section.  Due to the current lack of connectivity, however, staff finds this sidewalk extension to be an important temporary measure to provide residents with a safe, accessible way to navigate this entire stretch of Book Road.  The Bicycle Implementation Plan included a bike trail for this section of Book Road, so a trail cross-section (i.e., wide asphalt path) may be used instead of a typical sidewalk cross-section (i.e., 5’-wide concrete).

 

RECOMMENDED AMENDED PROGRAM

 

After comparing available bid prices from the last few years, the unit cost used to generate program costs was increased by 45% to $98.6/lf of new sidewalk.  Historically, the program has had an annual budget of $300,000, but City Council raised the budget for 2023 to $325,000 to accommodate their added locations.  Staff recommends a smaller program in 2024 to complete the locations originally programmed for 2023 as well as the newly proposed locations, while the 2025 budget would be increased per the original goal of limiting sidewalk construction within the Naperville Heights subdivision to one year.
