BACKGROUND:

The Police Department was built in 1990 and serves approximately 275 employees. Several areas within the department have been identified as experiencing age-related issues, lacking sufficient technology, or requiring security improvements. To address these issues, in 2021, the Police Department contracted Legat Architects to perform an evaluation and develop a multi-year project plan to renovate and enhance building efficiency and security. 

 

Year one includes the installation of security fence and gates around the perimeter of the building.

 

DISCUSSION:

In August 2022, in partnership with the Department of Public Works - Public Buildings Operation (PBO), the Police Department issued Bid 22-229 for the installation of a security fence and gates around the perimeter of the building and replacement of windows to enhance campus safety. The work includes the demolition of the existing iron fence and swing gate on the police campus and installation of new eight-foot high, heavy duty security fencing, two high-security automatic sliding fence gates, a high-security swing gate and restoration of all turf disturbed during the demolition and installation process.  Also included in this bid is the demolition and removal of eight windows in the Records Division, located on the north side of the building, and replacing them with new high-security window frames and glazing to be performed by a subcontractor.

Bids were received from the following vendors: Proline Fence Company.

 

Four contractors attended the pre-bid meeting, and one returned a bid.  The companies that did not submit bids were contacted and asked the reason they did not participate. Only one responded, stating that they were having difficulty in securing pricing for the windows. Per the request of the bidder, staff extended the bid due date by five days.

 

Legat Architects and City staff reviewed the bid documents and checked contractor references and found Proline Fence Company and their subcontractor, Capital Glass, to be experienced and qualified to complete the work. Proline’s bid came in below the engineer’s estimate of $650,209.90.

 

The work is anticipated to begin on September 8, 2022 and be completed on June 1, 2023

CIP #: MB219 - NPD Building Renovations

 

Phase I of the Police Department building renovation project is expensed to the Building Improvements account below. The project is budgeted as a part of capital improvement project MB219, NPD Building Renovations, for which $679,578 is budgeted for 2022. The requested award is within budget and 26% below the engineer’s estimate.
