BACKGROUND:
The City often needs land surveying services in order to successfully complete its projects. These services may be required during the planning, design, and/or construction phases of a project or development. The City, however, does not have sufficient staff or the technical expertise necessary to perform these services in-house and must contract with licensed professional land surveyors.
In December 2022, staff from the Transportation, Engineering and Development (TED) Business Group, Electric Utility, and Water Utilities issued RFQ 22-249, Land Surveying Services, seeking to select a shortlist of qualified and experienced firms for land surveying services. The shortlist of vendors resulting from this result for qualifications will be used on an as-needed basis as other projects arise.

A selection team comprised of staff from the TED Business Group, Electric Utility, and Water Utilities evaluated the responses, which were scored based upon the criteria set forth in the RFQ:
1. Capability, Capacity and Qualifications of the Firm (50%)
2. Suitability and Quality of the Approach/Methodology (30%)
3. Milestones and Deliverables (15%)
4. Outcomes to be Achieved (5%)
After review and scoring of the responses, five consultants were selected for the shortlist: Accurate Group, Inc; Alfred Benesch & Company; Baxter & Woodman; Gewalt Hamilton Associates, Inc; and Mackie Consultants, LLC.
Per the RFQ document, vendors will be selected from this shortlist for future projects based upon qualifications, costs, and/or past performance depending upon the complexity of the project.
The term of the resulting contracts is two years from the date of award with three one-year options to extend.
