BACKGROUND:
The subject property consists of a 6.2-acre, L-shaped parcel with frontages along both Audrey Avenue and IL Route 59. Lot 1 of The Atlas Subdivision is planned to develop with a 236-unit, multi-family residential building designed to appeal to young professionals and active adults (55+) by providing highly amenitized and efficiently designed studios, one-bedroom apartments, and two-bedroom apartments. No development plans have been submitted for Lot 2.
On April 7, 2026, City Council approved the following ordinances relating to The Atlas Subdivision: (i) Ordinance 26-024 revoking Ordinance 23-062, Ordinance 23-063, and Ordinance 23-064 pertaining to the Audrey Senior Residences Development located at 2939 Audrey Avenue; (ii) Ordinance 26-025 approving the Preliminary Plat of Subdivision for the Atlas Subdivision; (iii) Ordinance 26-026 rezoning Lot 1 of the Atlas Subdivision to OCI (Office, Commercial and Institutional District); and, (iv) Ordinance 26-027 approving a conditional use for multi-family and variances to the City’s density, building height, parking, and signage requirements for 2939 Audrey Avenue.
DISCUSSION:
Final Plat of Subdivision
The petitioner is seeking approval of a final plat of subdivision for The Atlas Subdivision (Final Plat). The proposed Final Plat substantially conforms to the Preliminary Plat of Subdivision approved by Ordinance 26-025 for the Atlas Subdivision. It subdivides the 6.2-acre subject property into two lots consisting of approximately 4.6 acres (“Lot 1”) and 1.7 acres (“Lot 2”). An ingress and egress easement is platted between Lot 1 and Lot 2 to ensure future vehicular connectivity is maintained, and cross access is platted parallel to IL Route 59 on Lot 2 to provide connectivity between future commercial developments.
Owner’s Acknowledgement and Acceptance
An Owner’s Acknowledgement & Acceptance Agreement has been referenced within the ordinance approving the final plat of subdivision. Within the OAA, specific provisions are included regarding the petitioner’s required school and park donations. The Owners will satisfy school and park impact fees by payments of cash in lieu of land, with payments being made prior to the City’s issuance of a building permit (vertical construction) for the subject property.
Conclusion
The proposed Final Plat substantially conforms to the Preliminary Plat of Subdivision approved by Ordinance 26-025 for the Atlas Subdivision; therefore, staff is supportive of the request.
