BACKGROUND:

The Department of Public Works maintains the City’s system of storm sewers. Storm sewers have a functional lifespan of approximately 75 years. As a storm sewer ages, the pipe will develop cracks caused by material degradation, soil settlement, root intrusion and/or adjacent construction. When a segment of storm sewer approaches the end of its useful life, the extent and severity of pipe degradation will result in a high probability for pipe/system failure. Pipe failure may cause sinkholes in roadway surfaces and may also result in flooding of homes, businesses and/or public rights-of-way. The City has relined approximately 212,000 linear feet of storm sewers since the program began in FY2004.

The scope of work under this contract includes the rehabilitation of approximately 12,300 feet of storm sewer ranging from 8-inches to 24-inches in diameter by installation of cured-in-place-pipelining (CIPP). In addition, the scope includes cleaning and televising the storm sewer. This rehabilitation program will improve the conductive capacity and extend the useful lifespan of the existing storm sewer system. The work being completed in 2017 includes grids 81 and 82 (Will-o-way Subdivision), as well as single run repair sections in other grids.

SW017 - Storm Sewer Lining

SW017 is an annual project designed to extend the life of existing storm sewer pipes. As storm sewers age, deterioration occurs and causes structural defects, which leads to pipe failure. Lining can add up to 75 years of life to the sewer and is less invasive with a lower cost compared to excavating and replacing pipes. In 2017, the lining project will target approximately 15,000 linear feet of storm sewer pipe.

Storm sewer lining is expensed to the Capital Improvement account below. A total of $600,000 is budgeted for SW017 in CY2017. The requested award is within budget.
