BACKGROUND:
Units 303, 307, 345, and 369 were reviewed and approved by the Fleet Services Manager for replacement in the 2026 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition, and repair costs. Recommending vehicles for replacement requires a score of 23.0 or greater. Units and their scores are listed in the table below.

Unit 303 replacement was deferred to 2027 following the last budget workshop. The Fire Department and Fleet Services have developed a plan to reallocate assets and fulfill operational needs within budget and not defer this replacement.
Unit 369 has limited use within the Fire Department but is still in good condition. The unit will be retained and reassigned to fulfill a vehicle need for the City Manager’s Office in the City Safety Division.
The Fire Department and Fleet Services mission is to standardize vehicle specifications across the fleet. Accordingly, the automotive fleet options have been narrowed to the Ford F-150 Responder pickup, Ford Explorer PIU, and Ford Expedition SSV, based on operational requirements.
DISCUSSION:
Unit 369 is a 2016 Dodge Caravan used by the Fire Department for public education. That unit currently has limited use and does not meet the needs to fulfill other Fire Department operations. Unit 369 will be replaced by Unit 303, a 2018 Ford Expedition SUV, and will now serve as the mobile integrated healthcare unit to provide non-emergency, in-home medical intervention. The current Unit 369 minivan will be retained and reassigned to the City Safety Division.
Unit 303 is a 2018 Ford Expedition SUV used by the Fire Department as Battalion 3 rescue unit. Unit 303 will be replaced with a 2027 Ford Expedition SSV SUV for the same operational use. The current unit will be retained and reassigned to fulfill Unit 369 as outlined above.
Unit 307 is a 2016 Ford F250 super-duty pickup truck used by the Fire Department as an EMS lieutenant vehicle. Because the same cargo capacity is no longer needed, the unit will be downsized and replaced with a 2026 Ford F150 Responder light-duty pickup truck for the same operational use. The current unit will be sold at auction.
Unit 345 is a 2015 Ford F350 one-ton heavy-duty pickup truck with a service body previously used for rescue operations. The unit will now be used to transport equipment and personnel required for training. The unit will be downsized and replaced with a 2026 Ford F150 Responder light-duty pickup truck. The current unit will be sold at auction.
The new vehicles are available on the SPC Cooperative, an approved cooperative through Currie Motors Fleet, Contracts #228 and #233. Using the City’s specifications, Currie Motors has quoted $98,594 ($49,297 per unit) for the two Ford F150 Responder pickup trucks and $51,427 for the Expedition SUV.
The units will be delivered six months from date of award.

Vehicle replacements for the Fire Department are expensed to the Vehicles and Equipment account listed below. The Fire Department included a total of $222,800 in the 2026 budget to replace Units 307, 345 & 369. As stated above, Unit 303 was deferred until 2027, and is not included in the 2026 budget. However, staff will be using the funds budgeted for Unit 369 to replace Unit 303 in 2026. As a result, Unit 369 will not be replaced in 2026 and will be repurposed for use by the City’s safety team. Additionally, staff will no longer be requesting to replace units 303 or 369 in the 2027 budget. The award requested is within the amount budgeted for this expense.
