BACKGROUND:

The rehabilitation of the Northwest Waterworks Station, located at 1608 W. Diehl Road, began in 2020 with the installation of variable frequency drives (VFD) on the two 350 HP pumps (numbers one and three) and associated mechanical piping improvements. The remaining pump numbers two, four and five are without VFDs and have pipes and valves that are reaching the end of service life.

 

In December 2023, the Water Utilities issued Bid 23-217, Northwest Waterworks Improvements - Phase II which includes the installation of VFDs for the three remaining pumps, replacing aged pipes and valves, lighting upgrades, and associated SCADA improvements. The work also includes the installation of associated electrical conduits, wires and concrete pads.

Dahme Mechanical Industries has completed several successful projects for the City in the past, and the staff is confident in their ability to perform the work as specified.

 

This is a planned 2025 CIP project. Due to continuing supply chain issues and delays in receiving equipment, staff recommends awarding this project in 2024 to allow enough time for the contractor to prepare shop drawings, for City staff to review the shop drawings, and for the equipment to be ordered. The actual construction will start in 2025 and be paid for by the 2025 budget. Staff is confident that adequate funding will be available to accommodate the expense.

 

The term of the contract is from the date of award through final completion date of February 28, 2026.

 

FISCAL IMPACT:

Costs related to Phase II of the Northwest Waterworks Improvement Project are expensed to the account number listed below. The project was not funded in 2024, as it was scheduled to begin in 2025 and conclude in 2027. However, the 2024-2028 CIP includes an estimated $1.28 million for 2025, and an overall estimate of $6.66 million over the next three years to complete the project. Staff will monitor expenses in the fund to ensure compliance with budgetary requirements.
