BACKGROUND:
The City Council awarded Contract 23-013, Residential Water Meter Replacement Program to Calumet City Plumbing Co. Inc. on February 21, 2023, for a two-year term from the date of award to December 31, 2024. Due to a typographical error, two one-year options to extend the contract were not mentioned on the original agenda item.
The purpose of this contract is to replace approximately 11,000, 16+ year-old small-diameter (3/4-inch and 1-inch) water meters and reading devices at residences throughout the city. Water meters deteriorate with age which result is lost accuracy. Strategically planned replacement of older meters ensures customers are billed fairly and accurately.
The department staffing level is not adequate to conduct a large-scale meter replacement program and must rely upon contractors to keep the project on schedule.
City staff will continue to replace meters that fail in service, those requiring immediate action, and will perform planned replacements in situations where it is not practical to use a contractor.
DISCUSSION:
Calumet City Plumbing Co. has performed well during the original term of Contract 23-013 and has installed 6,167 residential water meters during the original term of the contract.
Calumet City Plumbing Co. has requested a 0% price increase for the first amended Option Year of Contract 23-013. Based on the vendor’s outstanding performance, the Water Utilities recommends extending the contract for the first amended Option Year.
The term of the first Option Year for Contract 23-013 is January 1, 2025, to December 31, 2025, with one one-year option remaining.

The requested award is expensed to the Infrastructure account listed below as part of the capital improvement program. The 2025 budget allocates $850,000 for the program. The requested award is within the budget.
