BACKGROUND:
In September 2023, Water Utilities issued Bid 23-192, Springbrook Water Reclamation Center (SWRC) Influent Pump Station and South Plant Force Main Improvements, to replace the pumps and controls at the SWRC Influent Pump Station and to construct a second force main to the SWRC South Plant.
The existing raw wastewater influent pumps at the SWRC are nearing the end of their useful life. This will require the replacing of 2-8 pumps as well as the associated motor controls. Additionally, a new force main will be installed to supplement flow to the South Plant, which is scheduled for expansion soon. The South Plant Expansion is currently under design by Donohue & Associates / CDM Smith as part of RFP 22-343.

Williams Brothers Construction submitted the lowest base bid for the project in the amount of $4,660,000. Given the competitive pricing received, Water Utilities determined that the base bid along with alternate 1 and alternate 2 would be selected for a total bid cost of $7,280,000. The base bid and additive alternates include replacement of all eight (8) influent pumps and their controls, along with construction of the South Plant Force Main.
The Total Bid for the project is 17% higher than the 2024 budget amount of $6,229,228. While costs are greater than anticipated, it is not in the City’s best interest to cancel, delay, or re-bid the project. Staff anticipates that the factors driving higher costs, such as labor and materials, will continue and there is no guarantee the work can be completed at a lower cost in the foreseeable future.
Staff believes the Total Bid submitted by Williams Brothers Construction is reasonable for performing the work as specified. Williams Brothers Construction is currently constructing the new UV disinfection facility at SWRC; City staff and the consultant construction engineer for the project have found them to be a capable contractor.
The term of this contract is from date of award to final completion date of 5/31/2025 and contract close out date of 12/31/2026 with no options to extend.
FISCAL IMPACT:

Construction of the force main at the Water Reclamation center and replacement of the influent pumps are proposed in the FY2024 budget for a total of $6,229,228, as part of the Water Capital Improvement Program, which is currently pending Council approval.
The requested award, including the contingency balance, exceeds the budget for this project by $1,269,172; however, the cost will be offset by a delay in the design engineering for the North plant project, based on a revised procurement schedule, proposed at $4,318,000.
Amounts associated with future years will be budgeted accordingly during the budget cycle.
