BACKGROUND:

In 2016, the City established capital improvement project (CIP) MB160, Downtown Parking Deck Maintenance Program, as a multi-year capital project to ensure the Central Business District (CBD) parking facilities are maintained as a sustainable asset. The Central Parking, Van Buren and Water Street parking facilities were built in 1987, 2001, and 2015 respectively.

 

In August 2019, the Department of Public Works (DPW) awarded RFP 19-256, Parking Deck Consultant Services, to Walker Consultants (Walker) to provide design service, engineering documents, construction drawings, bidding assistance and site management services for City parking deck projects of various scope and size. In addition to partnering with the City for the renovation of the Central Parking Facility, Walker completed a full assessment of all municipal parking facilities and created a report of findings as well as a five-year plan for renovation and maintenance. The report categorizes the recommended work, by location, into immediate action, near-term (1-2 years) and medium term (3-5 years). The renovation of the Van Buren deck is in the near-term category of recommended work.

 

To align with the recommended renovation timeline, in July 2024, DPW issued Bid 24-142, Municipal Center and Van Buren Parking Facility Renovation, to hire a contractor to perform maintenance work at the locations. The work includes concrete repairs to the parking and drive surfaces, replacing joint sealants, power washing and painting walls and ceilings, and ADA sidewalk repairs as needed.

Walker and City staff reviewed the bid responses. J. Gill and Company’s unit prices are within the typical range for this type of work and Walker indicated that the spread between bids is not uncommon. Staff recommends awarding the contract to J. Gill & Company. Work will occur at the parking facilities simultaneously and is scheduled to begin September 4, 2024, with a completion date of November 30, 2024. Staff has been and will continue to work closely with the Downtown Naperville Alliance (DNA) regarding the project scope and timeline.

The 2024 budget included $250,000 for work associated with MB136 and $790,000 for work related to MB160. The requested award of $340,035 is within the amount budgeted for this expense.
