BACKGROUND:

The City of Naperville completed a Facilities Plan for Springbrook Water Reclamation Center (SWRC) in 2021.  The Facilities Plan identified a long-term plan for improvements to SWRC to comply with the City’s National Pollutant Discharge Elimination System (NPDES) permit and anticipated future regulations, particularly related to nutrient removal.  South Plant grit and return activated sludge improvements were identified as part of the above long-term plan.

 

In June 2024, Water Utilities issued RFP 24-169, Springbrook Water Reclamation Center South Plant Grit and Return Activated Sludge Improvements Construction Management, to select a consultant for this project. The scope of work includes reviewing the plans and specifications, scheduling and hosting the pre-construction meeting, coordinating with the design engineer to respond to requests for information, providing daily on-site construction supervision/inspection, ensuring quality control and assurance, hosting weekly construction progress meetings, reviewing construction invoices, and managing the final inspection and punch list.

Responses were received from the following vendors:

Burns & McDonnell Engineering Company, Inc.

CDM Smith, Inc.

Fehr Graham Engineering & Environmental

 

A selection team comprised of staff from Water Utilities evaluated the responses, which were scored based on the criteria set forth in the RFP:

 

                     1. Capability, Capacity and Qualifications of the Firm (30%)

                     2. Suitability and Quality of the Approach/Methodology (45%)

                     3. Milestones and Deliverables (15%)

                     4. Outcomes to be Achieved (10%)

 

After reviewing and scoring the responses, the selection committee invited the top two vendors, Burns & McDonnell and CDM Smith, to attend interviews. Following the completion of the interviews, the selection committee rescored the vendors.  The vendor with the highest qualification score, Burns & McDonnell, is recommended for the award.  The table below provides a summary of the final qualification scores:

Based on their performance on other SWRC projects, staff is confident that Burns & McDonnell can successfully execute the project.  Due to the complexity of the construction, this approval is needed to ensure that the project stays on schedule and is delivered with high quality.

 

The anticipated project completion date is March 31, 2026.

 

FISCAL IMPACT:

CIP #: WW048 - SWRC South Plant RAS/Grit Improvements

 

Construction management services for the SWRC RAS/Grit Improvement project are expensed to the Architect and Engineering Services account number listed below. The 2025 proposed budget includes $402,200 for these services in 2025, with the overall project estimated at $11.9 million over the next two years. Pending Council’s approval of the budget, the award is anticipated to be accommodated within budget.
