BACKGROUND:
The TED Business Group issued Request for Qualifications (RFQ) 17-122 seeking vendors to provide engineering services for future Phase I and Phase II roadway and intersection improvement projects. The City anticipates the potential need for Phase I and Phase II services on a variety of future CIP projects. Potential future projects include: intersection improvements for 87th Street and Plainfield/Naperville Road, Columbia Street roadway upgrade, and Washington Street left turn lane improvements.

A selection committee consisting of City staff from the TED Business Group and Water Utilities reviewed the proposals. Proposals were scored based on criteria set forth in the RFQ:
• Capability and Qualifications of the Firm (45%)
• Suitability and Quality of the Approach/Methodology (25%)
• Milestones and deliverables (15%)
• Outcomes to be Achieved (15%)
Seven of the twenty-one firms, A. Epstein & Sons; Alfred Benesch; Civiltech Engineering; Crawford, Murphy, & Tilly; EXP US Services; Thomas Engineering; and Transystems, were invited to attend interviews with the selection committee. Following the interviews, the selection committee rescored firms and the top six firms were selected for the shortlist:

• Transystems
As future projects arise, the City will send Requests for Proposals (RFP) to the designated shortlisted firms. Proposals will be evaluated and scored on criteria included in each RFP. Firms will be selected based upon their qualifications and/or costs.
The term of this contract is two years from the date of award with three one-year options to extend the contract.
FISCAL IMPACT:
This award is for the designation of shortlisted firms that will provide engineering services for phase I and phase II roadway and intersection improvements. There is no direct fiscal impact associated with this award and any fiscal impact sections of future recommendations for specific projects will be completed accordingly during the term of this contract.
