BACKGROUND:

In February 2020, the Transportation, Engineering and Development Department issued Bid 20-008 seeking a contractor to perform micro-surfacing and thermoplastic pavement marking removal and replacement in various locations throughout the City. This is an annual program intended to significantly extend the life of the pavement. The City will micro-surface and restripe approximately 18.5 miles of roadway throughout the City.

 

As part of this year’s micro-surfacing program, the contractor will apply a high-density mineral bond within the cul-de-sacs located within the subdivisions being micro-surfacing. The high-density mineral bond significantly extends the life of the pavement, costs less and yields a better finish than the micro-surface in a cul-de-sac application. The streets highlighted in blue on the attached map will be micro-surfaced in 2020.

As part of the bid, the bidders were asked to provide costs for two alternatives:

                     Alternative 1- Includes all the standard construction pay items that historically have been associated with this contract.  This alternative does not include cul-de-sacs.

                     Alternative 2- Includes all the standard construction items that historically have been associated with this contract plus an additional line item for the application of the high-density mineral bond used on bulbs of cul-de-sacs.

 

The engineer’s estimate was based on unit prices obtained from the 2018 and 2019 Microsurfacing Programs. Both bids were less than the engineer’s estimate. After evaluating the bids, staff recommends Alternative 2, which includes the application of the high density mineral bond product.

 

Work is anticipated begin as early as June 22, 2020 and be completed by September 7,2020.

 

FISCAL IMPACT:

CIP #: MP009 - Street Maintenance Improvement Program (MIP)

 

The 2020 Micro-surfacing program is expensed to the infrastructure account listed below. This is related to MP009, Street Maintenance Improvement Program (MP009), for which $11.5M has been budgeted for in 2020.  The Micro-surfacing program consists of $1.8M of the overall MIP budget. The requested award is within the budgeted amount for this expense.
