BACKGROUND:

In 2014, the Electric Utility (Utility) procured and installed datacenter class switches from Cisco Systems at the Municipal Center and Electric Service Center to process the massive data amounts required by the Smart Grid Network.  The Cisco switches are approaching their end of life and will no longer receive critical security patches and software upgrades starting in 2021.  If the current switches are not upgraded and the new security updates & software patches are unavailable, the network security essential to protect the confidential customer information passed between the Smart Grid Systems used for customer billing and the Empower Customer Portal will be negatively impacted, which is not in the best interest of the City or its customers.

 

Cisco Systems is the number one ranked vendor in the network switch market and is consistently ranked as a leader in the Gartner Quadrant matrix.  Coupled with the successful implementation of the current Cisco switches, the Utility is seeking to replace the end of life switches with new Cisco datacenter switches for the Smart Grid Network.

 

In June 2020, the Electric Utility issued Bid 20-240, Smartgrid Network Upgrade, to provide the required hardware to upgrade the Electric Utility SmartGrid. Staff at the Utility will be responsible for the installation of all the hardware.

The anticipated completion date of this project is 04/01/2021.  Planholders that did not respond to the bid request stated either that they could not provide all the equipment or were interested in installing the equipment, which was not part of the scope of work.

The Smart Grid Network Upgrade is expensed to the Infrastructure account listed below.  This work is related to EU80, Smart Grid Infrastructure Hardware, for which $450,000 was budgeted for in 2020.  The requested award is within the budgeted amount for this expense.
