BACKGROUND:
The Water Utilities’ North Elevated Tank (“NET”), located at 1603 N. West Street, was constructed in 1962 and last painted in 2004 with a four-coat epoxy urethane system.
The NET was inspected by PTTG on December 3, 2019, and by KLM on November 1, 2023. These inspections revealed deterioration of the interior and exterior surface coatings with numerous failures, exposing the structure to corrosion and rust. Also, safety and structural repairs were identified and recommended for completion while the elevated tank is out of service for painting.
In November 2025, the Water Utilities issued Bid 25-312, North Elevated Tank Rehabilitation for cleaning, repairing, and painting the exterior, wet interior, dry interior and concrete foundation. Also, included in the bid is the installation of new safety handrails at the top of the tank, new aviation lighting, proper size access hatches and updating all fall protection systems.

Staff recommends awarding the bid to ERA-Valdivia Contractors, Inc. as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The term of the contract is from the date of award through final completion date of September 29, 2028. The final completion date includes a two-year warranty inspection after construction completion to identify and address any coating failures that may need repairs.
FISCAL IMPACT:
CIP #: WU062 - North Elevated Tank Rehabilitation.
Rehabilitation of the North Elevated Tank is expensed to the Infrastructure account listed below. The 2026 Budget includes $2,500,000 for the completion of this project. The requested award, including the contingency amount, is within the budget.
