BACKGROUND:
Sponsored by the Naperville Jaycees, the Last Fling is scheduled for September 1-4, 2017. The event will take place on Rotary Hill and along Jackson Avenue. The Last Fling features live entertainment, food vendors, and a carnival. Also part of the weekend event is the Labor Day Parade, Rooster 5K, and the Fling Mile. This year will again feature a NCAA Central Region Women’s Triathlon Championship hosted by North Central College on Monday, September 4. While the triathlon is not part of the Last Fling, it does occur during the event. As such, staff has prepared one Ordinance covering the entire weekend and it would be appropriate to approve the triathlon concurrently with the Last Fling.
DISCUSSION:
Maps are attached to depict road closures, detours, and temporary No Parking/Tow Zones for the Last Fling, Labor Day Parade, Rooster 5K, and the Fling Mile. Jackson Avenue from Ewing Street to Eagle Street will be closed and restricted to a No Parking/Tow Zone to Main Street from Wednesday, August 30 through Tuesday, September 5. Jackson Avenue from Eagle Street to Main Street will be closed and restricted to a No Parking/Tow Zone from Thursday, August 31 through Tuesday, September 5. Other streets surrounding the event will be restricted to No Parking/Tow Zones from Friday, September 1 through Tuesday, September 5.
Event Dates, Hours, and Amplification Information:
Following are the dates and hours for the 2017 Last Fling:
Friday, September 1, 5 p.m. - 11 p.m.
Saturday, September 2, 10 a.m. - 11 p.m.
Sunday, September 3, 10 a.m. - 11 p.m.
Monday, September 4, 10 a.m. - 8 p.m.
Please note that from September 1-3 the carnival will close at 11 p.m. On September 4 the carnival will close at 8 p.m. As in 2016, in consideration of the residents in the area, the Naperville Jaycees will direct the carnival vendor to lower the volume of all music at 10 p.m. The City has received positive feedback from the Westside Homeowner’s Association regarding this amplification protocol.
Monday, September 4, 2017 - NCAA Women’s Triathlon, Labor Day Parade, Rooster 5K, and the Fling Mile
Prior to the Last Fling events on September 4, North Central College will be hosting no more than 60 college athletes from around the country for a NCAA Central Regional Women’s Triathlon Championship. The streets surrounding the triathlon, Labor Day Parade, Rooster 5K, and the Fling Mile will be closed from 6 a.m. to 1.30 p.m. on Monday, September 4.
The schedule of events on September 4 are as follows:
• NCAA Triathlon will begin at Centennial Beach at 7 a.m.
o Swim portion of the triathlon is from 7 a.m. - 7:15 a.m.
o Bike portion of the triathlon is from 7:15 a.m. - 8 a.m.
o Run portion of the triathlon is from 8 a.m. - 8:30 a.m.
• Fling Mile will begin at 8:45 a.m.
• Rooster 5K will begin at 9 a.m.
• Labor Day Parade will begin at 10 a.m.
The attached maps are intended to provide a visual reference of the traffic control measures applied Monday’s events.
The streets of the race route are opened to vehicular traffic, and the No Parking/Tow Zone signs are removed, as soon as the Naperville Police Department determines it appropriate based on public safety. Please refer to the ordinance for a list of specific street closures, No Parking Zones and No Parking/Tow Zones related to the event.
Organizers of the NCAA Central Region Women’s Triathlon and the Last Fling have been working together during the recent months and met with the Special Events Team on several occasions. Staff does not anticipate any issues.
All insurance requirements will be fulfilled prior to the issuance of the Special Event permit for both the NCAA Triathlon and the Last Fling. In addition, North Central College has agreed to pay for all the City services required for the Triathlon.
Resident Notification:
As with all events, the Naperville Jaycees is responsible for notifying residents no less than two weeks prior to the event. City staff provides addresses to the Jaycees for residents living near the Labor Day events.
FISCAL IMPACT:
The Naperville Jaycees have received $179,981 in SECA Grant funding to cover the cost of all City services. North Central College, the host of the NCAA Women’s Triathlon, will be billed for all City Services.
